The association is conducting the calculation of the production and emission factor of the paint and paint industry. It is expected that the production and discharge of various products will be completed by the end of November. Coefficient calculations are reported to the State Environmental Protection Administration.
In order to effectively strengthen environmental supervision and management, raise the level of scientific decision-making, and achieve the "Eleventh Five-Year Plan" pollution reduction targets, the State Council has decided to carry out the first survey of pollution sources nationwide from January 1, 2008. For this purpose, the State Environmental Protection Administration has established National Pollution Sources Survey Office. Entrusted by the census office, the Chinese Academy of Environmental Sciences took the lead in the formation of a national 22-unit industrial pollution source coefficient calculation project group. The sub-topic entitled "The first sub-topic of the National Pollution Sources Pollutant and Pigment Industrial Pollution Pollutant Accounting Technology Project" is one of the sub-topics of the chemical industry's production and emission factor accounting project.
The specific progress requirements of this sub-project are to complete the collection of historical measured data from 2004 to 2006 before the end of July, and to conduct field measurements or sorting from August to October, and report to the China Petroleum and Chemical Industry Association and the State Environmental Protection Administration at the end of November.
China Paint Industry Association established a three-person task force leading group to better complete the sub-topic of coating and pigment production and discharge coefficient, and held a special meeting in late June to arrange relevant work. It is understood that due to the determination of the list of companies need to consider the size of the company, the country's monitoring objects, product representation and other aspects, has currently identified 14 paint companies, 10 paint companies to participate in sub-topic research.
Relevant experts stated that the production and emission factor is one of the core contents of the national pollution census work, and it is also the key to determine the scientific and effective results of the census results. The calculation of the pollutant generation coefficient of this production was carried out by combining historical survey data with on-site surveys, including 31 pollutants including sulfur dioxide, industrial dust, chemical oxygen demand, hexavalent chromium, and hazardous waste. In the United States, Europe, Japan, and other developed countries and regions, there are emission-discharge factors, and the product's output is multiplied by the production-discharge coefficient to obtain the total pollutant discharge of this product.
