The 12th Five-Year Plan for Coal Chemical Industry will be announced as soon as possible
On the eve of the "Twelfth Five-Year Plan" for coal chemical industry , the insider of the China Petroleum and Chemical Industry Planning Institute said on April 18 that total control will be a principle for the development of future coal chemical projects, and that the plan will be released soon.
According to the above-mentioned insiders, the total amount of control is a principle, but the number of proposed projects will not be specified. In the future, the assessment will be based on the specific project's water supply capacity, environmental carrying capacity, and technical route, and submitted to relevant departments for approval before it can be finalized. In principle, projects that are rich in water resources, close to coal resources, high-tech content, and high resource utilization are encouraged.
Zhao Jialian, secretary-general of the China Coal Economic Research Association, told China Business that it is inevitable that total control of coal chemical projects will be implemented. Because there are too many projects at the moment, there will be no quantitative restrictions.
Zhao Qianlian and the above-mentioned insiders all said that it is expected to control coal chemical projects through specific project approvals and environmental assessments.
Zhao Jialian believes that the current coal chemical industry is gradually moving towards the path of fine chemicals, and the added value of the transformed chemical products is high, but it is limited by resource constraints and the state exercises appropriate control. He also revealed that coal chemical industry and petrochemical industry are closely related, and planning is more emphasis on chemical aspects.
It is understood that the industry currently involved in coal chemical industry is not only a coal enterprise, but companies including Lenovo and Sany Heavy Industry have entered the coal chemical industry. However, Zhao Jialian said that machinery and equipment companies entered the industry and wanted to share a share in coal chemical equipment. The localization rate of coal chemical equipment was not high before.
There are nearly 70 coal chemical projects that have been built and under construction. The investment in coal chemical projects is huge. Under the influence of the economic recession, the current market outlook is not good. However, companies in various industries still use their own advantages to enter the coal chemical industry.
In April last year, the National Development and Reform Commission issued the "Circular on Regulating the Orderly Development of the Coal Chemical Industry" and urgently halted the coal chemical industry with severely overheated investment.
