The Yangtze River estuary seized the "two defenses" line of big ships

The Shanghai Maritime Safety Administration Wusong Marine Department strictly enforced the "two defenses" measures, and the "heavy soldiers" guarded the Yangtze River estuary, making the proportion of ships that draught 10 meters, 275 meters in length and 50,000 tons in total in the second quarter of this year through the Yangtze River estuary deep channel. In the same period, it increased by 10.8%, 24% and 39% respectively. Due to the large number of ships and the state of the ship and the large difference in speed, the Shanghai Maritime Department is facing unprecedented pressure.

Scientific management

"In the narrow waterway of the Yangtze River estuary, the navigation of large ships is limited by the width of the channel and the depth of the water. The collision of ships and oil pollution has become the daily work of the Marine Department." Ma Jun, Director of the Marine Department of the Shanghai Maritime Safety Administration, introduced the formation of the Yangtze River estuary. The way for large ships to pass, the original manual operation, the traffic control center staff manually input more than 100 ship information into the computer formation, which takes nearly 4 hours per day. In order to alleviate the navigation pressure and improve the formation efficiency, the department independently developed a set of “deepwater channel electronic declaration system” to realize automatic arrangement. In this way, the on-duty personnel can complete the formation in half an hour. After the work efficiency of the on-duty personnel increases, there is more time to pay attention to the ship's flight direction and reduce the collision probability of the ship.
"The Yangtze River estuary has also implemented peak-peak management, which effectively guarantees the ship's various ways," Ma Jun said. It is understood that the fault-to-peak management has ensured the orderly navigation of ships and the improvement of the water safety situation. From January to June, the four indicators of traffic accidents in this area showed a comprehensive downward trend compared with the same period of last year. In April, the four indicators were all record-breaking to zero.

"Trinity" rapid emergency response

"Every two days in the Yangtze River estuary, three large ships have failed in the waters of the Shanghai section of the Yangtze River, and most of them are large dangerous goods vessels such as chemical tankers and oil tankers. Our emergency response capacity is facing a severe test," Ma Jun said. To the unfavorable side, one third of the Yangtze River estuary is a bad climate, and sometimes a strong wind and fog convective weather for a week, which is extremely difficult for on-site search and rescue."

According to statistics, in the second quarter of this year, the department participated in the rescue of 133 people in distress, organized a search and rescue success rate of 100%, and timely disposed of the "powered oil 1221" oil spill, bulk chemical tanker "Milan" wheel out of control and other accidents and dangers .

At 12:35 on August 15th, a ship was overturned and the bottom of the sky was turbulent at 700 meters upstream of the Jiujiang Yangtze River Bridge. Jiujiang Port Group immediately dispatched a high-power tugboat to rescue, and finally it was more than 200 meters away from the bridge. The dislocated wild horse was tamed, avoiding the occurrence of a major overturning bridge accident.
