Shi Haofei, born in 1982, studied under the Department of Optoelectronic Engineering and Optical Communication of the University of Electronic Science and Technology, and joined the Communist Party of China. In 2009, Shi Haofei went to the University of Michigan to pursue further studies in micro-nano processing and new materials.

In March 2011, the Chongqing Institute of Green Intelligent Technology of the Chinese Academy of Sciences was established.
